Who votes with whom

If two parties almost always vote the same way, they are stable allies; if almost never, they are in opposing blocs. PP and PSOE have voted the same way in 39% of the votes. The pairs that agree most are PP and UPN (91%), ERC and EH Bildu (85%) and PSOE and Sumar (83%).

The partners who backed the 2023 investiture do not vote as a bloc. The PSOE agrees with the PNV in 75% of the votes and with Junts in 62%. And PP and Vox, the two largest opposition parties, have voted the same way 63% of the time.

  • A party's vote: the option (yes, no or abstention) chosen by the majority of its deputies present.
  • Only votes in which both parties voted count. They all carry the same weight: a motion weighs the same as a law.
  • Podemos was part of the Sumar group until December 2023: until then it counts as Sumar.
  • BNG, CC, UPN and Podemos sit in the Mixed Group: they are split by deputy.

  • A party wins if it votes yes and the motion passes, or votes no and it fails. Abstentions do not count.
  • Outcome by simple majority (more yes than no votes). Organic laws need an absolute majority in the final vote; here they are treated the same, so the figure is approximate for those votes.
  • Quarters with at least 10 votes.

The decrees that fell

A decree-law comes into force when the government approves it, but Congress has to validate it within a month. This parliament has struck down 13: the 11 already in the open data and the two rental decrees struck down on 2 October 2026, three days before the election was called.

In the 11 with a published vote, PP and Vox always voted against, and Junts in 10 of them. PSOE, Sumar, ERC and EH Bildu always voted in favour. One more decree, 8/2023, tied at 171 votes and was saved in the repeat vote, which is not in the open data.

  • Of 54 decree-laws voted on with published data, 11 were struck down. Added to them are 2 struck down on 2 October 2026 whose vote is not yet in the open data.
  • A decree-law is validated if it has more votes in favour than against.
  • RDL 8/2023: tied at 171 in the first vote; validated in the second by 172 to 171. It is not among those struck down.
  • Empty cell: that party had no position (it did not vote or its deputies split evenly).

These figures count every vote equally: a motion with no legal effect weighs the same as a law. They show alliances and trends, not the importance of what was voted on.
